OCcAM offshore wind seabird mortality tool: user guide

05/02/26

5 February 2026 - Offshore Wind Industry Council report

The Ornithological Cumulative Assessment Model (OCcAM) is a simple, transparent Excel-based tool that helps assess the potential impacts of offshore renewable energy projects on seabirds. It provides a rapid way to estimate collision risk and distributional effects for multiple seabird species, using established methods from Environmental Impact Assessments (EIA) and Habitats Regulations Assessments (HRA) in the UK.

OCcAM has been developed by the offshore wind industry and delivered by Natural Power. The tool has been tested with UK Statutory Nature Conservation Bodies (SNCBs) and is endorsed as a pre-application screening tool. OCcAM can also support project optioneering for offshore wind developments.
